OpenAI Enables UAE-Local Data Storage for Enterprise AI Users

The OpenAI is now offering data residency in the United Arab Emirates (UAE) for business, education, and API customers.
OpenAI says that organisations using ChatGPT Enterprise, ChatGPT Edu, or building on its API platform can store their data at rest within UAE data centers. That means the data remains physically within the country, a big win for companies that must comply with local compliance, governance, and operational requirements.
According to Farouk El Hamzawi, Head of Enterprise for OpenAI MENA, this move aligns with the UAE’s national vision (Vision 2031) and supports the wider ambition of embedding AI across public and private sectors.
Here is what this change really means:
Stronger compliance and data sovereignty
Where data is kept is a big deal for a lot of organisations, especially government agencies, educational institutions, and enterprises. Data residency allows them to comply with local laws and regulatory expectations related to data governance, security, and sovereignty.
OpenAI says the number of its users in the UAE has increased three times during the last year. Approximately 60% of people aged 18–24 and about 50% of those aged 25–34 use ChatGPT on a weekly basis. Along with that, the demand from the enterprise sector is also going up very quickly: big corporates like G42, Mubadala, Aldar, Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), Khalifa University, NYU Abu Dhabi and many others are already employing OpenAI’s AI tools.
This option of local storage removes the largest hurdle for those organisations which might have been hesitant to use cloud-based AI services just because of concerns about data residency.
OpenAI makes sure that security is at the core of the process and any data from an enterprise or API-level customer is encrypted both at rest and in transit and the encryption is done by using standard security protocols. Apart from that, on default, such enterprise data is not used for the purpose of training OpenAI models. Organisations have the option to establish configurable data retention policies as well.
So, what will be the next step?
The expansion of OpenAI’s services, including the UAE organizations (public or private), can be a big factor in the adoption of AI-led workflows and innovation at a rapid pace. With the help of local data storage, OpenAI makes it easy for an organisation to be compliant with the regulations. Hence, several institutions may decide to use AI for productivity, learning, analytics, or research purposes.
