Water Conservation in the UAE: What’s New in the Race for a Water-Secure Future

Why water conservation in the UAE is moving from awareness to infrastructure
The United Arab Emirates has always kind of treated water security as a strategic priority, as if it were unavoidable. Because natural freshwater resources are limited, and you still have fast urbanisation, population growth, extreme temperatures, plus rising industrial and agricultural demand, the country really can’t depend on conventional water sources alone. So instead, it is building a whole model around desalination, wastewater reuse, smart infrastructure, demand management, groundwater protection, and technology in general. And honestly, the scale is pretty big.
The UAE’s Water Security Strategy 2036 aims for a 21% drop in total water demand, a 95% treated water reuse rate, a water productivity index of USD 110 per cubic metre, and strategic storage capacity to cover two days of normal demand. There is also an estimate that the approach could deliver savings of more than AED 74 billion and reduce CO₂ emissions from desalination by about 100 million tonnes.
The UAE is turning water into a circular resource
One of the biggest developments in water conservation in the UAE is the growing emphasis on viewing water as a resource that circulates through the economy, not something that is just consumed and then quietly replaced, as if it were only a commodity.
The Ministry of Energy and Infrastructure says non-conventional sources, including desalinated seawater and treated wastewater, already account for 53% of the UAE’s water supply. And there are more than 160 wastewater treatment plants, which shows the real size of the infrastructure being built for water reuse.
Earlier, national figures were about 2.52 billion cubic metres of groundwater produced each year, mostly feeding agriculture, and alongside that, around 2.02 billion cubic metres of desalinated seawater for urban consumption. There were also 530 million cubic metres of treated wastewater used for irrigation, parks, green areas, and afforestation, so everything keeps moving, somehow.
So the direction is clear: future water security will depend not only on producing more freshwater but also on reducing the freshwater society needs in the first place.
Desalination is becoming smarter and less energy intensive
Desalination remains central to the UAE’s water system. Government data indicates that around 42% of the country’s overall water needs are met by about 70 large desalination plants, and those plants together account for roughly 14% of the global output of desalinated water. But okay, the technology behind desalination isn’t standing still. Reverse osmosis is becoming more common; it’s replacing older, more energy-intensive thermal processes because membrane-based systems can deliver freshwater using less energy.
Take DEWA as an example. Dubai Electricity and Water Authority is expanding its reverse osmosis capacity and aims for 100% clean energy, with waste-heat integration, for desalinated water production by 2030. Dubai’s recent figures kind of make the point.
In 2025, DEWA says average water production reached 442.478 million imperial gallons per day, up 6.91% compared with 2024. Peak monthly average demand hit 476.78 million imperial gallons per day, so that’s an increase of 7.2% year on year. So, these numbers really suggest that conservation can’t be treated as separate from supply planning. Demand keeps climbing; therefore, each efficiency improvement can ease the pressure to build additional production capacity.
Smart technology is helping stop water before it becomes waste
Another big shift in water saving in the UAE is moving toward digital technology to detect water losses right within the distribution network. DEWA’s Smart Ball uses an acoustic sensor placed within water transmission pipes to detect leaks and other unusual behaviour.
From its launch in April 2021 to the end of 2023, the setup found 81 leaks and, in the process, saved about 243 million gallons from going to waste, plus around AED 9.66 million in cost savings.
The broader digital setup now also leans on SCADA systems, real-time hydraulic modelling, smart devices, automated monitoring, and district metering. DEWA said that water network losses dropped to 4.5%, even while roughly 15% was mentioned for North America in its 2023 reporting.
So it’s a conceptual move, because conserving water doesn’t always translate into telling customers to use less. It also includes making sure the water that has already been made actually reaches where it needs to go, without avoidable losses along the way.
Reuse is becoming a major pillar of urban sustainability
Wastewater is also gaining strategic importance nowadays. In 2024, UAE government figures reported that wastewater treatment plants had a combined design capacity of about 3 million cubic metres per day, and that treated wastewater production reached 768 million cubic metres per year. Roughly 73% of the treated water was reused, mostly for irrigating urban green spaces . The national goal, however, is much more ambitious: treated-water reuse should reach 95% by 2036.
Dubai, meanwhile, has already implemented large-scale uses for reclaimed water, such as landscaping, irrigation, and district cooling. Those types of uses lower reliance on potable desalinated water for purposes that do not really need drinking-water quality.
The next phase is demand reduction
The UAE’s National Water and Energy Demand Management Programme 2050 sort of puts demand reduction right in the middle of the next step for water conservation in the UAE.
It talks about achieving 50% water-efficiency gains in agriculture and the built environment, and at the same time, it wants to cut overall national water demand by 50% while ramping up water reuse to 95% by 2050. Agriculture matters, especially because it remains one of the largest water users.
With efficient irrigation, treated wastewater, soil-moisture monitoring, smarter controls, and more thoughtful crop selection, it becomes much easier to ease the strain on groundwater and desalinated supplies.
Then there’s the built environment, which is another big opening. Buildings can mix efficient fixtures, leak detection, smart meters, greywater systems, condensate recovery, and even landscaping that’s shaped around local weather conditions, instead of just doing the usual.
